Hughley wrote a critical analysis of Indiana’s 2015 HIV Outbreak in consultation with Northwestern University Instructor, William Lester, Ph.d. This analysis was submitted in partial fulfillment of the requirements for the degree of Master of Public Policy and Administration (MPPA) in the School of Professional Studies of Northwestern University in Evanston, IL, 2020. The objective of this capstone paper was to identify MPPA course goals that were relevant to the case study chosen and apply those goals to help address the issues presented.
